Do you have to work like a dog to earn Bs and Cs if you're an average hardworking math major?

I know that there is absolutely little to no correlation between someone's high school performance and later on in college. Say that someone has a modest background in math (nothing up to calculus) and is not very good at proofs, will that person struggle as a math major?
